 Description*

 The European Commission consists of 28 members representing all the countries of the European Union. The EC is the executive body of the EU and acts as the executive arm for the organization. The EC is responsible for the day-to-day business of the EU including mid-level strategizing, developing and enacting legislation and managing trade regulations & treaties.

 The EC is authorized to act for the benefit of all Europe and "to think European" to create programs for the EU through its Directorates. The Internal Market, Industry, Entrepreneurship and SMEs directorate sponsored the European HR and Information & Communication Technology (ICT) program responsible for creating the e-Competence Framework.

 The purpose of the e-CF is to provide a framework of ICT competencies to be used by human resources and businesses as job proficiency guidelines. There are five proficiency levels: PLAN, BUILD, RUN, ENABLE, MANAGE containing forty competencies that can be adapted to accommodate specific company needs. These also relate to the EC’s European Qualifications Framework (EQF).

 The e-CF is being vetted through the European Committee for Standardization (CEN) which will take several years to complete. The EC is fully committed to e-CF with long term resources committed and plans in place for widespread dissemination of the openly available framework.
